Sustainability Appraisal Scoping Report

The GNLP’s Sustainability Appraisal Scoping Report is currently going through the constituent councils of the GNLP area for approval.  The purpose of the report is to satisfy the first part of the government’s sustainability appraisal process, outlined on the government’s website here. Quoting from that website:

The scoping stage (Stage A) must identify the scope and level of detail of the information to be included in the sustainability appraisal report. It should set out the context, objectives and approach of the assessment; and identify relevant environmental, economic and social issues and objectives.

Although the scoping stage is a requirement of the process, a formal scoping report is not required by law but is a useful way of presenting information at the scoping stage. A key aim of the scoping procedure is to help ensure the sustainability appraisal process is proportionate and relevant to the Local Plan being assessed.

A consultation has been conducted on a draft of the document and as a result of the representations made by organisations and individuals there have been various changes, which can be seen within this tracked changes version of the document.

This morning, Norwich City Council’s Sustainable Development Panel was presented with this report, which includes a summary of the development of the report, as well as responses to representations made.  The Green Party councillors present (Councillor Jackson and Councillor Grahame) commented that the document was still inadequate in many ways, but were glad that some changes had been made to improve it (largely as a result of Green Party representations).  They made some specific suggestions where wording is currently ambiguous, or where the points made by representations hadn’t actually been reflected in changes to the document.  These changes will be collated into an additional report to Norwich City Council’s cabinet.
